I always drive with my full headlight system turned on anyways. It's not an option on a Canadian 9-5, but if I'm driving another car I always use the full system.
More lights means better visibility for others as far as I'm concerned.
I've heard the argument about decreased bulb life, but when you're driving around in a $60000 car is a few bucks worth of bulbs really signifigant?
If you want the added safety benefits of DRL's, just consider the rear lights on a Saab 2 more lights than every other car you've driven.
