Hood insulation and washer nozzles

Our '99 9-5 has the middle and passenger side nozzles for the window washer not spraying. I checked the orifices with a needle, and they seem fine. I'm thinking one of the y-fittings is plugged, so I looked at getting the under hood insulation off to inspect the hoses, y-fittings and bottom of the nozzles. I managed to pull off several of the black plastic press-in fasteners, but am stuck on how to best remove the little cap that goes over the switch for the alarm.
It sure looks to me that the cap is held in place by a plastic pop-rivet of sorts. Anyone know if this is to be drilled out to be removed?
Any suggestions for any other way to fix or inspect the washer nozzles or pull off enough of the under hood insulation?
Finally, what are my options for a service manual for the '99 9-5?
