if you're washing your car and wheels every other week, which you probably should, the dust isn't going to be baked on or etched into the wheel. It's just going to be lying there on the surface, you can hit it with the hose spray and much of it will come off, the rest will come off with a sponge and your carwash soap. Just make sure you don't mix your wheel sponge with your carwash pad, the dust isn't quite toxic but still not something you want on your finish. Apparently stay away from full-strength Simple Green (which is the way it comes in the bottle), it's too strong and can affect the little log cap and the clearcoat. Dilute according to label directions and it should be OK.
And don't fall for any of that "spray on, rinse off" doodah, getting a wheel clean requires kneeling down and rubbing a sponge around. But it's well worth it, because clean wheels are what makes a car look detailed.
