Radio static with rear defroster

Hi all. With winter in full force in Denver, CO my wife is having a problem with her 99 9-5 lpt. I've searched through the forum and couldn't find this one. Whenver the rear window is iced and rear defroster is turned on, radio gets static. Saab has looked at it twice and installed two different antenna amplifiers, as well as changing some grounds. Each time they say it's fixed but sure enough the problem still exists. May sound like a trivial issue, but it is a safety concern if the car is ever stuck in the winter and we need to use the weather band. Has anyone had this problem? I read in a Toyota forum today that Avalons have this problem and it is from the actual glass in the rear windows. Any thoughts?
