$15k is a bit low even for a '99 9-5 base....but...

you never know. You may be able to get a '99 9-5 base model with 5 speed at about $15k. If you can afford a little more, I would start with a 2000 9-5 but that is definitely over $15k unless someone is really desperate to get rid of the car for whatever reason. There will be more 2000 9-5s coming off lease cars soon and I'm sure you can find a '00 9-5 but probably not at $15k.
You may find a very good condition 9000 for less than $15k, just go to the 9000 classifieds at this site.
If reliability is utmost, I would not recommend a used Saab; Honda or Toyota on the average are probably more reliable.
However, Saab 9-5 is one of the safest cars around so you have to weight the pros and cons. Also, finding a good independent Saab mechanic nearby would also help in case things do go wrong.
