Manual gearbox sticking

Hi--I own a 2001 9-5 Aero. It's about 15 months old and has 28,000 miles. Since I've owned the car, the manual gearbox has stuck, particularly when shifting out of fourth gear. As a result I've often had to push the shifter twice and with greater effort than should be necessary to move into another gear. I have the same problem, although less frequently and severly in shifting out of other gears. The problem isn't there all the time, but lately it's been happening about 65% of the time. It's very annoying and a little dangerous.
I've called the problem to the dealer's attention on two occassions. Each time they've lubricated the gearbox and "adjusted the linkage." This has resulted in some improvement but the problem never disappears and seems to worsen over time.
Has anyone had this problem before? Has it been fixed? Should I ask the dealer for an entirely new gearbox? Could it be clutch-related?
Thanks for your help!
