Yes.
All cars in the US are required to have "safety" glass in all windows. In addition, the windshield in US-spec cars must be laminated. The side and rear windows can be tempered.
The difference is that a laminated window will hold together (with visible cracks) if broken. A tempered window will shatter into many blunt bits.
European laws allow for tempered windshields. In the old days, US built cars had laminated glass all around - you can spot them by the bubbles and fogging between the laminate when they get old.
