one option you have with a 00 9-5 is to get the factory approved upgrade, which doesn't quite make it an Aero, but gets much closer than it was before. The upgrade is a new ECU and improved plugs. I think it was in the $700-800 range and doesn't change the warranty in any way.
About taking a base and "making your own Aero" I wouldn't recommend it. To go all the way and mod the suspension, brakes, and engine will probably end up costing more than a used Aero. You can just mod the engine with an aftermarket ECU, but you won't have the matching suspension and brakes.
Surf the performance board some to see other people's experience with this same issue.
