I rotated tires religiously on a 1986 Mazda 323 bought in 1986. The original tires lasted about 55,000 miles--mainly city of Philadelphia miles. And these were not good tires, a reviewer of this car recommended ditching them for decent rubber.
Also, I have generally found that my mechanic, and even the dealer, will not charge me for a rotation as part of the PA state inspection since they have the tires off anyway--or will at least let me roll them to the new wheels myself.
FWIW--if cost or inconvenience is an issue, if you rotate after 5000 miles, then at 10,0000 miles the tires are presumably about even again (assuming no problems that would cause other wear issues). So you could get by with rotations at 5,000 and then every 10,000 thereafter, and still accomplish the goal of even front-back wear and maximum life.
