A System truly Developed the way only the British could:

A car is Registered on the day of purchase (not the date of manufacture). New models have a "release date" so when an advertiser puts a car up for sale, he'll describe it as new shape or 1998 model et al.

Now here comes the fun bit:

When a new car is registered it is issued with a unique registration plate. for example my car is M 789 HEC the "M" denotes the year of registration (in this case 1995), the numbers are random, the "HE" is loosely the area of issue and the "C" is a continuation letter (third thousand), I believe.

New registrations were always issued on the 1st of August every year, which meant anyone wantiong to buy a car would wait until the 1st of August to register it.

So, NO sales in June & July, then WHAM, hundreds of thousands in August. The car industry lobbied for years for the government to change to system to give dealers a better spread of Sales.

This happened in March 1999 when the "prefix" letter (now T) changed every 6 months not every year.

As you may have gathered we were fast running out of prefix letters, since U and Z were never used, So, in august 2001 the prefix letter became 2 letters, and the random number system was dropped. for example AB 51 DVL

AB now refers to the Region (A) and the local registration office (B) the NUMBERS now refer to the year of registration 51 meaning September 2001, where September is the "fifth" month ???? March being "Zero" month for car registrations, (why we couldnt have used January & July Christ only knows). the last three letters are issued randomly to make a unique registration mark.

There, simple isn't it?
