Saw the same ad. I know that Saab sells an uprated ECU for the 2000 model year base engine cars which gives the engine an additional 30HP. Speedparts out of Sweden also sells an uprated ECU for the base engines (all years) which yields an additional 64HP! Saab includes new/different sparkplugs with their module, Speedparts includes a less restrictive air filter with theirs. No other modifications to any engine parts necessary.
I think the ECU can be swapped out by any owner handy with a screwdriver. The ECU resides beneath the plastic cowling at base of windshield on righthand side of car. I have a color pictorial I printed off this site months ago showing how to access and remove/replace the ECU on a 9-5. The instructions are in Swedish but the pictures indicate a screwdriver is the only tool necessary.
