Rusty brake calipers?

I noticed this morning that my brake calipers ('02 Aero wagon) are very rusty. Is this a common problem? Would this be considered normal wear, or is this a warranty issue?
Has anyone painted theirs? What kind of paint will stand up to that environment? Is there any special preparation I should do before I paint them? What is the best way to remove the rust without damaging the caliper? (seals etc)
