Are you seeing some water on the dipstick, or is the whole crankcase full of mixed oil and water?
If you only do short runs, and not give the oil a chance to warm up, it is possible that what you are seing on the dipstick is caused by condensation.
If the oil in the pan is mixed, most likely a headgasket.
You can pull a sample of the oil and have it tested for presence of anti-freeze if you wish to make sure.
