Looking at them, they're smaller versions of the classic Delphi drum brake system that has been used on GM cars since before god. It's a tried, and true design and represents a level of redundancy that I find comforting, should I ever loose hydraulic pressure. Also, drum brakes tend to last the life of a lot of vehicles. My guess is you could drive a million miles without needing to replace pads.
I'd also prefer not to have constant pressure on the rotors by using the cam-type setup mentioned above. Rotors can be deformed by overtightening of lug nuts, so it stands to reason, some deformation might happen if the pads themselves were used for parking. I'm told that on the new GM trucks with 4 wheel disc brakes, they've fitted some kind of lock on the driveshaft. I guess it works, but sounds questionable.
Overall, it seemed unnecessarily costly to produce cars with the level of redundancy I see in the parking brakes, but they do the job.
