Your vibration is certainly from an unbalanced wheel. It seems to diminsh as you speed past 70 mph, but try going 120 and it will be there in spades.
Every suspension has a natural frequencies, and the sensitivity to unbalance will be greatest at those frequencies, but the excitation (force) increases with the square of the speed. 60-70 mph is a very typical speed range for the first natural frequency in a car suspension. That frequency is based on the tire stiffness, spring stiffness, and unsprung weight. The frequency itself is proportional to the square root of the mass/stiffness ratio, and bigger cars (with stiffer springs) tend to have heavier wheel/hub/tire/brake assemblies.

Today's best tire balancers (the subject of the coming NINES story) can balance a tire/wheel assembly to a gnat's ass, provided the person doing the balancing has a vague idea of what he/she is doing. The good news is that the best balancing machines (Hunter) are in the GM Dealers' Tools catalog!
