I believe modern tire tread patterns are designed as a compromise among water drainage, traction, noise, tire wear, etc.. They design the treads with somewhat irregular patterns so that no particular audible frequency stands out (white noise would be preferred) and with the hope of some kind of mutual noise cancellation with certain tread patterns. However, this kind of noise cancellation process start to erode as the tires start to wear unevenly.
In time, you get more sharp edges develop on parts of the tires, tiny chunks of rubber get thrown off, and more tire surface gets pitted, all these I would imagine add to road noise.
So given we usually drive with four tires, whatever incremental noise we get from one tire as it starts to wear, we now multiply that by four. I would think things get even worse if we don't rotate our tires.
