What year is your car? If you have a 1999, remember that it was probably built sometime in 1998. That's five years ago. You'd be replacing a muffler on most cars at five years of age.
The muffler assembly consists of two pieces, the inner muffler and a surrounding sheet metal shell that encloses it. It is the shell that rusted off and fell away. It shouldn't affect the performance nor the sound level.
The 9-5 has a poor rear wheelwell design, IMHO, because there is no barrier between the tire and the muffler, so all winter, salty crud is sandblasting away at the muffler shell and it will eventually start to rust.
One thing I did was to remove all the rusted shell bits then coat the exposed muffler with some rust inhibitor. Then I cut a piece of an old mudflap and attached it with two screws to the bottom of the plastic wheel liner. Now there is no more water or salt hitting the muffler, and it might last a few years longer. Ultimately, it will have to be replaced, however. The build date of my car is 11/97, so it is going on six years now.
