Drains for wagon tailgate -- where are they?

Hi all...
Just got finished washing my 99 wagon, and when i was doing my normal anal-rententive cleaning/drying of the door jambs, etc., I opened the tailgate. Got a literal FLOOD of water on my head, the carpeting is soaked, etc. Never had anything but some relatively minor drips before.
Three possibilities, wonder what you all thought:
1.) My new "ultimate hose nozzle" just put a much higher volume of water on the car (it really does flow), and that overwhelmed the drains. (Doubt this was it, but maybe)
2.) The drains have suddenly become clogged. (Not likely, as we never park by any trees - car is primarily in garage, tree free driveway, and wife's underground lot)
3.) The bumper repair work we had done a couple of weeks ago is to blame, and somehow they didn't reconnect the drains properly when they put the bumper back together again. (This is what I suspect is the case, given the sudden occurence and scale of this water in the tailgate).
Anyone have any ideas? Anyone want to talk me down from the ledge before I call up and blame the body shop on Tuesday?
