Had the same problem with mine (identical car, same miles, etc.). It was a leaking center 'check valve'. I went to the Saab dealer thinking I'd be able to just buy them, but I had to have the one from the car in hand so they could match it.
The problem is that the valves and washer fluid hoses are under the black felt underhood pad, which is stuck on by about 20 black press in fasteners. If you try to pull them out by hand, you'll surely rip the pad in places, and it will hang down into the engine compartment and start to disintegrate.
To take the pad off properly, I went to an autoparts store and got a 'trim removal tool". It has a Y shaped end with a slot in the middle, and you push the tool under the pad, and push the fastener out. Simple and clean. With that tool, I just drove to the dealer, opened the hood, unfastened the pad, took off the valves, took them to the parts guy, walked away with new valves, installed them, and eureka... real working squirting washers.
