Actually the torque is changed. What happened is that Saab fattened the torque curve by tweeking the ECU. Because the Saab ECU caps the torque at 258 ft/lb (350 nt/mt ?) and this didn't change with the horsepower upgrade, the max. torque stays the same. But if you compared the torque curves at any point beyond the 258 ft/lb cap you would find that the torque is higher with the 250 hp engine. For instance at 4500 RPM, the 250 hp engine is producing more torque then the 230 hp engine. This is necessary to produce more horsepower, as horsepower is a function of torque times RPM, if you don't have more torque at the RPMs where max horsepower is produced you won't have more horsepower.
Note that one of the ways the tuners such as Speedparts get such massive increases in torque is by simply removing the 258 ft/lb cap from the ECU. Then they further fatten the torque curve to get additional horsepower.
