Nothing changed as far as I know structurally between 2001 and 2003. The issue you refer I believe is with the footwell. It turns out that Saab has designed a breakaway brake pedal into all 9-5's. This was done based on their own research. More often than not, when involved in a crash the driver will have his/her foot on the brake. The breakaway brake pedal is designed to provide more give in the event of a crash.
Now on to the controversy ... The Institute for highway safety which claimed leg damage in the 2001 9-5 has always placed the dummy's foot on the accelerator. My guess is that per Saab's request, the dummy's foot was placed on the brake pedal during the 2003 test.
