consider taking it to a reputable mechanic. They can take the wheel off and mount an instrument to see if the rotor(s) has excessive runout.
I imagine you could make something up at home, the thing looks like the pick up arm of a turn table, it has a small ball or wheel that you rest on the rotor and while you turn the rotor you get a reading on the thickness variation. If you are handy enough, I think you can rig up a piece of wire and attached it on the wheel well or something close to the rotor surface and you can judge the variation in the gap between the wire and the rotor surface by rotating the rotor.
We thought we had problem finding good dealers in the States we forgot about our neighbors to the north have even harder times.
