Gasoline blended with ethanol has less energy content than non-oxygenated (i.e. MTBE) gasoline, so will provide less power. However, when comparing oxygenated gasolines, MTBE-blended has about the same energy content as ethanol-blended (at around 5.7% ethanol), so it would be roughly a push. Adding ethanol does increase octane, however normally the pre-blend gasoline is a sub-octane and uses the ethanol to achieve desired octane number. Note, octane is not a measure of energy content, but rather measures auto-ignition characteristics of a gasoline blend.
I too live in California (SF Bay Area), and soon we'll both be using ethanol-blended gasoline. All California will be phasing out MTBE from oxygenated gasoline and replacing it with ethanol-blended by the end of 2003 (some non-oxy gasoline areas may not need to blend ethanol, though supply chain efficiencies make that a small number). Virtually all of Southern California is currently ethanol-blending, whereas only roughly 1/2 to 2/3 of Northern California is currently ethanol-blending.
I purchase non-ethanol gasoline normally (my preferred brand isn't blending yet), and just came back from a trip to Southern California. I filled up with ethanol-blended gasoline in Palm Springs and Bishop, and saw no difference in performance at all. Hope this helps...
