Search and read drs<underscore>install and read my pad replacement post for some tips.
The rotor indexing bolt has no function once the wheel is bolted on. So yes, tighten very little and use antisieze.
I don't have anything in writing to refer to for torque. But see the link.
Loctite 242 is Loctite blue. You can find that at auto and hardware shops. You will need it for other things as well, good to have around.
