From the research I've done on Consumer Reports, and other car review sites, Saab seems to have made the 9-5 a LOT more reliable from the '00 models onward (now a Consumer Reports 'Best Best') so I would stay away from the '99. I've had my '00 Aero for a month now and the smile still hasn't left my face.
Whatever you chose, just be sure to get a Saab certified vehicle which extends the original bumper-to-bumper warantee out to 6 years (from original entry-date) and/or 100,000 miles. For what it's worth, I paid $22,200 for a mint Red Aero with 39,000 miles. No issues with the vehicle except for some small scuffs on the 17" rims. My friends have a hard time believing the vehicle is 'used'. The maintenance history revealed it was regularly taken care of and has had no serious problems.
p.s. does anyone know if there are any exceptions to the Certified warantee offered by Saab (I've heard the radio isn't covered). I was given surprisingly little detailed information in writing about what exactly the extended warantee covers except being told that it's the full factory warantee, extended out an additional 3 yr/50K on top of the origial 3 yr/50K that came with my vehicle when new in '00. All I know is when the vehicle is looked up in Saab's maintenance system it shows the warantee expiration date as 4/06 and 100,000 miles
