A TB is a valve connected to the gas petal to regulate the air flow and power developed in the engine.
The 9-5's and T7 systems (9-3 2000+) use a motorized TB. As the ECU has control over the air flow, it can reduce air flow to implement traction control and this naturally allows it to replace the standalone cruise controller and the idle air control valve (IAC). So with added software routines in the ECU, the overall cost has probably been reduced. However, these motorized TB's do seem to be failing from time to time. I would like to get my hands on one replaced ex warranty to attempt a failure analysis.
The mortorized TB can also reduce air flow if the flow from turbo boost exceeds the ECU's target or limiting objectives. This is why a MBC will not work on a T7.
