If the damage can be smoothed out and is not a chunk taken out of the bumper you can probably get it fixed without a new bumper. I just got a Viggen and I am having them repaint and smooth all the nasty scratches on the underside so I can start fresh. By the time they take the bumper off, resurface, prime, and paint your looking at 3 days in the shop and a bill around of $500 to $600. Worth it if its really annoying. In my case fixing the car will truly make the car mint and I know the scratches (while I will add more as I drive it) would have bugged me...I am too much the perfectionist and find it a small price to pay...
At $600 its not worth an insurance claim.
