Regarding the steering: Tires make a huge difference!
Our Accord had serious problems with freeway ruts, the kind of ruts made by studed tires . It tried to wander all over the place, almost to the point of being dangerous. We were running regular all season tires. When it came time to replace the tires, I went for the cheap ones, rather than the top of the line model we had before, as we were planning to sell the car (to replace it with our 9-5, of course). Voila! Problem solved! Steered like it was on rails.
Talking to the tire guys, they said the spendy tires had stiffer sidewalls for more responsive handling.
So, I would compare handling only if tires were comparable. I suspect Saturn engineers are looking at a different market, and designing handling for that market.
