The same car just a year newer with some minor mechanical changes. The first 99s to be sold in the US were the same as European model year 98s. Then in the fall of 98 the real model year 99s came along. The only concern there would be that 1998 was the first year for the car and it did have some first year problems. The 2000 had the advantage of more experience in the build process and probably correction of some identified problems. The 2000 has a dealer available upgrade ECU that cannot (or should not?) be used in the 1999 according to Saab. Some folks have reported using this ECU in the 99 with no problems.
