surging feeling @ 55+ top off tank???

we had our 00 9-5 se w/ 38k at the dealer to solve the surging problem,
at light gas peddle presure at aroung 50 to 65 mph I feel a funny surge,
somtimes a hard lack power for a second,

we think it may be related to a topped off tank of gas, while on a
road trip to the adirondacks after topping of the tank, we felt the surging for the first part of the trip, on the way home
with a 1/2 tank no surging at all, yesterday filled the tank
surging is back, always use mobil 93 octane.

the dealer thought it was the computer that controls the overdrive,
but that was not it, they had the car for two day reset the computer
with no luck,

any thoughts and imput would be great, i need to solve this
I love the car otherwise.
