There should be some resistance when spinning a wheel. The disk brake pads are in contact with the disk rotors at all times, and this will slow the wheel down.
However, if you feel a lot of resistance when spinning the wheel, you might have a stuck caliper. The pins in the caliper need to be greased. If the car has high mileage, there might be no grease left on the pins and the calipers might not be retracting properly. Happened on my volvo... one pin was totally dry and the caliper would not retract, causing the brake pads to drag on the rotor.
Use high temp copper based (pink) brake grease only to lube these pins. You can get it at any auto parts store.
