Hi Craig,
Although I am no engineer, from the reading I have done and my experience with everything from racing motorcycles, road and mountain bikes - plus a passle of sports cars, rolling resistance is a function of:
1. the tread design of the tire
2. the fibre used to reinforce the sidewall
3. tire pressure (mudulates contact patch)
4. ambient and tire temperature
5. tire section width (modifies contact patch)
6. road surface (ie, friction coefficient)
Inevitably, "snow" tires will have a higher rolling resistance do to the block patterns of the tread and "colder" temperatures associated with winter. Tire pressure adjustments can impact fuel consumption by as much as 5% - but that is a balance among the competing factors of traction, transient response, rim protection, etc.
Snow tires will almost always reduce fuel mileage and add noise - but it beats a trip off-road due to loss of control on snow and ice.
