Not just Canada, but all of North America.
To enable the halogens, you need to make a wiring modification. Beg, borrow, or buy the electrical manual (section 3:2 - the one part of the service manual that is still published on paper) and check the Headlights circuit diagram (page 58). I jumpered J200 to wire L51 of the left light, and wire L37 to L52 of the right light. THen I clipped L51 where it enters relay 666 to prevent the unlikely occurence of a short that blows fuse 10 to blow fuse 12 as well (and vice versa).
No I won't give any more information ... my philosophy when it comes to rewiring your car is if you don't know what you're doing (in detail) you shouldn't be doing it. But the maual gives the color codes, and the headlight relay control box in the engine compartment is the ideal place to perform the modification.
