I've always used 91 (highest here in CA) on my '03 9-5 Arc. As an experiment 2 weeks ago, I ran the tank almost dry, then filled with 87 (I always use Chevron). While I didn't notice a significant consumption difference (average around 23 mpg for mostly slow-and-go commute-type driving, according to the SID), I did notice the engine sounded a touch raspier (almost like Janice Joplin versus Bonnie Raitt) during normal driving. When I did punched it, there was definately less top-end torque and power, but only when I really pushed it and not in normal driving. I've since come off-cycle back to 91 (jeez, I sound like I'm on steroids or something), and all's back to normal. FWIW, I figure for about $2.50 per fill-up (less than a blended frappolotomus at Starbucks), its worth it for me to use 91.
