Fuel goes from the pump to the engine and returns within 2 inches of the supply. there is absolutely no way that overfilling the tank could stop the return of fuel to the tank.
Think of it this way even if the tank were completly full if you are pumping fuel to the engine and some is combusted you are returning less to the fuel tank so there is no chance of a pressure buildup in the tank.
The explanation of the evap cannister getting soaked has some merit I am not sure but I "think" there must be a check valve to prevent this where the vent line connects to the tank. If there is a check valve in the filler neck it might be defective which could be causing your problem.
