Good news! I decided to drop by my local tire place to see if they knew of anyone who could fix the rim. The guy looked at it and said he would take a shot at it and either it would bend back or crack. If he fixed it, it would be $20.00 and if it cracked, I would have to take it down the street to another guy to bend it and weld it up, etc, and it would cost $150. I figured I had nothing to lose.

He managed to take the bulge out but there's still a slight flat spot. He said if I feel any vibration from the out-of-round wheel, bring it back and he'll dismount the tire, send the rim to the other place, and remount and balance the tire free-of-charge (of course I'd pay the other place for thier work). On my ride to work, I didn't feel any vibration but I didn't go faster than about 50mph. I'm keeping my fingers crossed. Meanwhile, I'm putting in a claim to the State (CT) for the cost since they don't seem to maintain thier roads.
