The Speedparts ECUs were produced by BSR, so essentially you get the same software (and a possibility of installing new releases and bugfixes... ah, the software world...). It's just a more convenient way to do it, since you dont have to unscrew the ECU and replace it with a different one. You can find a lot of responses from happy Speedparts ECU owners on this board.
The following is just a speculation.
The reason they had to ship the whole ECU before is because the memory chip is soldered to the main board. I saw the photos from the Hirsch lab, they had to rip the old chip out, solder in a socket and put a new memory chip in it. Unfortunately, this procedure is hardly suitable for an average consumer, since it's not easy to do, unless you have a lot of experience fixing circuit boards.
A much easier way is to update the software through the OBD connector. But a) not everybody has a Tech2 handy to do their own update, and b) once the software gets out, everybody would be copying it for free, and the tuners will lose the business. Therefore they came up with this PPC gadget that marries to the first car it's connected to.
