gas gauge gives erratic reading

'99 9-5 2.3LPT, 92K miles:
After filling up the tank last week, I noticed the gas gauge did not go all the way up to "F" (full), then dropped to half a tank within a few miles and stayed there.
The next time I started the car, the "low fuel" light came on, and the gauge showed "E". After driving for a while, the gauge gradually rose up, but not as high as I would have expected given the distance I had traveled since the fillup.
Could this be the sender unit, or the SID? Does the SID control the gauge?
If it is the sender unit, does the fuel pump need to be replaced as well? I looked under the flap below the rear seat and the sender unit looks to be a separate part from the pump.
