Honestly, I think the limitation is more the shape,lense, and position of the lights. Definately not as good as fog's I've had in other cars. Depending on wether you are using the fogs as fogs or running/midrange lights, you may find that what appears to optimise the light creates more blinding for oncoming drivers and glare when you actually have fog.
Since the car has the option already built in thru the Tech II, I'd get your foglights isolated to shut off when the car is off. If you get the dealer to reprogram (IIRC headlights opt 1; foglights opt 1) with the Tech II, you will get the result you are looking for:
foglights will operate w/either the parking or headlights on, and city lights only in the parking light position. Do a search on this board.
If you want to reroute, I'd take the power for the fogs off a switched power source which your sure has adequate ratings to power them.
