How long are your trips? The first 3-4 miles or so you will get very bad milage because of the "choke" effect, or fuel enrichment, on a cold engine, after that it should be fine.
Also, is this entirely city stop and go, or do you get out on the highways?
My Aero gets better milage in the winter than in the summer - the air is more dense and has a higher oxygen content, offsetting the down-graded gas.
I consistently pull 25-28 MPG on my Aero in Boston area, that includes a high percentage of highway driving.
