Frozen ebrake

Anyone else have a problem with freezing ebrake? I have a '00 Aero, and a couple of weeks ago after a cold burst here in the NE, I noticed the e-brake handle would not pull up. After the temp went up, it worked ok. I had washed the car the night before and just blew it off to that. Well yesterday we got hit with 13" of snow and the same thing happened, no car wash. I parked in garage overnight and this am all is good again...is this common, or do I have something missing under there like a cover/shield etc that is allowing water in where it shouldn't be?
