I also have a 1999 9-5 wagon and have had the same problem. The good news is I am sure I know what it is. The bad news is that so far I have failed to make a complete cure. The problem is in the join between the lens and the reflector of the light units. The seal is defective and allows water in which the flows out inside the tailgate and makes the carpet covering the lower part of the tailgate wet. With mine I could run my hand over the carpet and produce a minor torrent of water.

I posted notes on how to do this some time ago on this list but cannot locate it now so I am repeating it from memory. If you search for other items from me you may find the original which is likely to be more accurate than what follows. It is now raining hard here in England so what follows is from memory and may miss some information.

You will need to remove one or both rear light units. This can only be done from inside by removing the carpeted panel. You will need to remove the handle in the lower edge of the door (2 Torx screws) and remove the plastic rivets holding the carpet to the tailgate frame. Theses rivets are reusable. Press the centre in with a small screwdriver or similar and the rivet can be pulled out with your fingernails. You will see how they work when you have extracted one. To replace you will need to push the centre pin out well proud of the surface of the rivet head, insert the rivet then press the pin home. There are other fixings round the internal tailgate release and a couple of clips inside holding the top of the carpeted bit to the metal frame. Be careful releasing these - I broke one the first time I did this.

Having removed the internal panel you will have access to the rear of the light units. Remove the bulb holders and bulbs. Each unit is held by 4 nuts (10mm A/F from memory) on long studs at the corners. The one with the external lock barrel is more complex. I cannot remember quite how, maybe an extra stud or something. When all nuts are removed you will be able to remove the units from the outside of the tailgate. Check the join between the lens and the reflector parts carefully. I suggest running a bead of silicone rubber sealant or similar right round the join here. To make this a good seal you may wish to give the join a good clean first. I used an old toothbrush and some detergent before drying the whole light unit thoroughly. I also dried the carpeted panel before reinstallation. I found only one of my units was leaking originally and so sealed only the one. The other one started leaking a few months later. Now, a year or so later the first one is leaking again, but nothing like as badly as before. The carpet is not wet, there is just a little moisture visible inside the light unit. I will wait till summer before having a second go at that one,
