Turbo failure with low miles is very rare. Re the lack of response on yours - I would suggest that your ask your dealer to perform a refresh of the software for the engine/transmission. This is done through Tech2.
My 02 Auto Aero (250hp), had several Saab updates to cure sloppy/hesitant gear changes/poor performance - and in the end drove like it was in 'Sport' mode all the time - except 'Sport' made it quite the silly end of mad!
Don't get 'fobbed off' by the dealer - it isn't hard for them to do.
As for next generation of 95 - the jury is out on that one, GM are losing money on Saab and the rumour has it that they are trying to sell it, the date keeps slipping maybe to 2006/7.
The shift paddles on the 03's and later are next to useless as others have noted elsewhere - so don't bother.
