Intermittent windshield wipers problem

Got in the car this morning (2000 9-5 wagon LPT, Boston, 2" of snow and about 30 degrees) and found that the intermittent wipers were acting odd. They basically would sweep in 2/3 increments at whatever rate I set them. So the blades would go up and stop 2/3 up the windshield, and then at the next time interval would go up to the top and come back down about 1/3 and then all the way to the bottom. Repeated itself for about an hr on the way into work. I cleaned out the snow and everything very well and this didn't solve the problem.
Is this a known problem? What control the range which the wipers thinks is one sweep? I assume there is a control module that either looks at motor position or time intervals to get this right. Any ideas? They worked fine on Saturday.
The 9-5 is an interesting car but it does seem plagued by lots of little bugs...it seems that something comes up about every 6-8 weeks.
