The sway bars are quite afforable. The front is not an easy install. Don't know if any have DIY'd that.
You can install better shocks and current Aero swaybars and that will do the trick. Genuinesaab.com has the swaybars. The Aero front shocks will not mount on your vehicle as you have permanent tube and the 2002+ has a separate knuckle and shock just like your passat.
In 2002 Saab stiffened up the swaybars, bushings, springs etc. I believe that at that time the previous Aero suspension trim became the base suspension trim. In 2002 the front knuckle went from steel or ductile? to aluminum to trim weight to allow for the 9-5 diesel in Europe.
You might want stiffer springs too. I don't know if you can install Aero springs or not. Also see:

My 97 Passat TDI (140K) has Bilstien HD's, 16" alloys and 205/50-16 Potenza S-03s. Stock springs. I find that the steering is really good.
I have not driven the earlier 9-5s so I cannot comment on that.
Suggest Mobil 1 0W40 for engine and Purolator PureOne PL10241 filter. Use Techron Concentrate to keep injectors and combustion chambers in shape. the direct ignition is very particular about plugs. Do not try other brands! :)
You will get used to the steering feel. I drive both vehicles and don't have problems between the two.
