Supposedly auto makers hate recall, bad PR, expense, etc.
9-3ss is new car not many on road yet. Voluntary recall should not hurt Saab safety image, may enhance it, and dealers get the cars to fix anything else that may need attention. Software fix is relatively inexpense.
I would think that both GM and Saab have reason to be worried if the level of complaints about the CD type DI rises to where the NHTSA investigates; there are how many yrs of Saabs with this type of DI ?, and a recall and replacement of that DI would be a huge expense and a PR disaster. Given Saabs financial difficulties, I doubt that they would undertake a voluntary recall, so cooperating on the 9-3 ss with the NHTSA would seem to be a smart move.
Surprised Saab has not gone to different design DI on the 9-5 as of yet, but they are a small maker with limited resources.
I think that if one experiences DI failure and the failure has posed potential safety issues, a properly made case to Saab USA will get you a NC replacement DI, this I know from personal experience.
