If you look at the fog lights, this should be fairly obvious to you. Look at the left light first.

The early 9-5's had fog lights w/2 bulbs in them. The bulb at the rear of the assembly was for the fog light. The bulb on the side of the lamp (towards the center of the car and facing toward the outside) was illuminated when that side turn signal was on. At a glance, it appears that the "fog" light is illuminated, but it is really an auxiliary bulb in the housing that lights up w/the turn signal.

If you look thru the lense, you will see that the inside bulb has a separate reflector which aims the light toward the side of the car. There are two separate circuits coming down for the two light bulbs. After you can identify the circuits, look on the other side that isn't working, and check that you have a working auxiliary bulb (and power to the bulb if that turn signal is on). First guess is that this bulb is out, or that the harness is not hooked up properly.

These fog light assemblies are very prone to damage. The later MY 01 (and I think MY'02) foglights mount properly, but do not have the second bulb. Second guess is that if you had a damaged fog light, it is possible that you have a later lamp w/o the auxiliary bulb (like mine, since I could find a later year assembly at the junkyard for much less than new!).

I'm assuming your high beam issue is not a burned out bulb. Did you check?
The headlight issue sounds like the headlight relay problem that several others have had. Do a search on this board for "headlight relay", "headlight failure", etc. I think several people have been able to repair obvious soldier breaks in the relay, or you may have to buy another. I'd swap the relays for the right and left high beam first to see if the problem switches sides, as an indicator that that is the gremlin. If it's the relay, I'd try to fix it first based on others luck and assuming you have the ability. Otherwise, I'd source it from one of the sponsors that discounts!

My guess is that the right "turning" lamp not working is not related to the fog light fuse issue. You do not say, but I assume that the fuses blow after you attempt to turn on the switch for the fog lights, and not before. I wouldn't be surprised if you had some damage to the wiring harness somewhere toward the light or the connector. You have to pull out the side clip on the connector to separate the connector from the bulb. Perhaps someone earlier broke it and you have a short there.

I'd check the wiring to both lights for a break or "repair". If a light was broken from the mount and wasn't noticed or attended to for awhile, the assembly may have been hanging from the wires and could have been damaged. If you don't see any damage, I'd disconnect both fog lights, and see if the fuse holds with no lights attached, or if the problem is from the connector back. You may be able to isolate which side has the problem this way, and trace it back that way. But short of taking some time to look at it, there is probably no magic fix. This isn't a common problem.

I just put ecode headlight lenses in my car. The beam pattern is so improved to the side that I haven't had the need to use my fog lights to "help" see the edge of the road since. That won't solve your headlight problem, but it might be a better solution to the fog light issue! The pair of headlight lenses were cheaper than 1 fog light assembly, and I see the benefit every night!
