Yes thats the WGA and its rod acutates the WG lever. Remove the heat shield and work the lever by hand. It takes quite a bit of force to overcome the spring in the WGA that holds it shut. You should be able to feel if its binding. If so, try working it free with some oil on the shaft. I don't know if the other end of the shaft protrudes out the other side.
Note the postion of the WG lever at the outset to note if it was open when you started.
A binding WG is very rare it would seem.
