I had the same problem with my 99 95 in Jan.03. The complete HVAC system needed to be repaced. That means taking the complete dash out. Quoted over $4,000. CDN. at a SAAB dealer. The car was out of warranty. Not getting satisfaction with the service manager I contacted the regional service manager. He was understanding and willing to work with a long time SAAB driver. (since 1982) Negotiated a price of $2,300. CDN. This Jan. experienced a similar problem. Went to another dealer. They diagnosed the problem as something unrelated to last years repair. They gave me a choice - replace a component $350. or cut a wire and run a splice arount the faulty section $50. I chose the cheaper option. All has been working fine since.
From other comments on this site dual system heater problems are not un common. You think SAAB would recognize there is a defect and deal with it accordingly. Good luck in sorting out your problem.
