No, there is no secondary fuel pump in the front of the car.
Does the noise increase in volume when the engine is run faster?
A common occurrence on the 9-5 is for the serpentine belt pulleys to get dry and start to fail, although at only 17K miles, this might be pretty unlikely, although possible. You can remove tension from the belt by using a rachet extender bar on the tensioner pulley, then turn each pulley in turn and see if any turn roughly.
On my 9-5, albeit with 96K miles, the top rearmost pulley needed to be replaced, but while I had access, I changed them all just in case.
It could also be the power steering pump, the alternator, or the A/C compressor. A good test is to turn off the A/C (using the ECON switch on the ACC) and see if the noise goes away. I'd be surprised if the alternator or PS pump were bad at such a low mileage.
